Feral rejects the notion that Mute Swans have had a detrimental impact on submerged aquatic vegetation and concludes that they "are not invasive" and "harm no one." Instead of lethal control of Mute Swans, she advocates aggressive enforcement against polluters as the best way to restore the ecological integrity of the Bay.
